Inside the Numbers: How MPs Voted on the Finance Bill 2026/27

Kenya's National Assembly has officially passed the Finance Bill 2026 during its crucial Third Reading. The bill, which outlines the tax and revenue measures to fund the government's Sh4.8 trillion budget for the 2026/27 financial year, sailed through amid heavy debate, political tension, and a surprising wave of voter absenteeism.  

​Out of the 349 members in the House, a striking majority did not cast a vote, leaving a smaller group of lawmakers to decide the country’s economic direction.

 1.The Breakdown: The Numbers At A Glance

​The numbers reveal that less than half of the National Assembly participated in the final decisive vote:  

​Voted YES (Supported the Bill): 122 MPs  

​Voted NO (Opposed the Bill): 40 MPs

​Absent / Skipped the Vote: 187 MPs

​Because the House did not hold a full roll-call division vote for the "Yes" voters, individual names for the supporting bloc were not recorded line-by-line in public registers. However, the 40 lawmakers who stood firmly against the bill have been widely recognized.

​2. The 122 MPs Who Voted YES

​This group was composed primarily of government-allied lawmakers and members of the broad-based administration coalition. They successfully pushed the bill through to pave the way for its forward transmission to President William Ruto for assent. 

3. The 187 MPs Who Were Absent / Abstained

​Over 53% of the House did not show up or cast a vote during this session. Prominent leaders, such as Kiharu MP Ndindi Nyoro, attributed their absence to official international travel and prior commitments. This high level of absenteeism has already sparked heavy public debate across Kenya regarding legislative accountability.
